Eka Yudha Saputra, Jakarta – The Shadow Cabinet and the Center for Economic and Law Studies (Celios) released a "report card" evaluating two years of Prabowo-Gibran's administration. The research shows that both President Prabowo Subianto's and VP Gibran Rakabuming Raka's performances are below 5 on a scale of 10, both in the perception of expert groups and the general public.
The Executive Director of Celios and the Minister of Finance and Budget Governance of the Shadow Cabinet, Bhima Yudhistira, revealed that expert reviews give Prabowo a score of 2.8 out of 10 for his performance, while Gibran receives a score of 2.2 out of 10. Meanwhile, the general public rated Prabowo's performance at 4.6 out of 10 and Gibran at 4.9 out of 10.
"Both of them scored below 5," Bhima said during an online presentation of the survey on Sunday, October 11, 2026.
The low score aligns with respondents' perception of the president's leadership capacity, according to Bhima, stating that 71 percent of 129 experts deemed it inadequate.
This independent research used two separate survey methodology approaches for expert groups and the general public.
Celios researcher Wahyu Media Askar explained that this research continues the 100-day and one-year evaluation of Prabowo-Gibran's administration performance reviews. The research process lasted three months, including questionnaire preparation, data collection, and report writing.
Media Askar emphasized that the entire process was conducted independently without donor funding. "it is not financed by any institution or donor, purely an academic contribution to evaluate the Prabowo-Gibran administration," said Media Askar.
The research results, he said, reflect public sentiment. "I want to note that every figure that comes out of this study does not come from us researchers, but from the general public and the experts involved," said the Shadow Cabinet's Minister of Economy.
Entering Prabowo-Gibran's second year, Media Askar said that citizens are beginning to feel the direct impact of government policies. '"This is no longer the government's honeymoon period," said Media Askar.
From a methodological perspective, Celios researcher and Minister of Agriculture and Food Sovereignty, Isnawati Hidayah, explained that the general public survey involved 1,142 respondents across provinces via Meta Ads using non-probability sampling. This method is supplemented by weighting to align with the population age over 17. Meanwhile, the expert group involved 129 respondents from various disciplines using snowball sampling.
All questionnaire instruments underwent validity and reliability testing, such as Cronbach's alpha, Kaiser-Meyer-Olkin (KMO), and Bartlett's test. "We also performed several similar tests and found consistent results that the surveys used are reliable and valid to address the questions or objectives of this research," said Isnawati.
As for the ranking of ministerial performance, Celios adapted the Borda count theory through a positional scoring rule system as applied in the Ballon d'Or, to provide more sensitive weighting for ministers who are consistently placed at the top by respondents.
