Eka Yudha Saputra, Jakarta – A survey by the Center of Economic and Law Studies (Celios) and its Shadow Cabinet team found that 75 percent of Indonesians surveyed feel stressed by government policies under President Prabowo Subianto, while 67 percent said they feel stressed by the president's behavior.
Celios Executive Director Bhima Yudhistira presented the findings on Sunday, October 11, 2026, as part of an assessment of the first two years of the Prabowo-Gibran administration.
"The question was asked to the general public, with 1,142 respondents. The answers showed that 75 percent felt stressed by government policies, while specifically, 67 percent felt stressed by Prabowo Subianto's behavior," Bhima said during an online presentation.
The survey gathered responses from 1,142 members of the public and 129 experts across Indonesia. Prabowo received an overall performance score of 4.6 out of 10 from the public and 2.8 from the expert group.
Vice President Gibran Rakabuming Raka scored 4.9 from the public and 2.2 from experts.
"Both received scores below five," said Bhima, who also serves as finance and budget governance minister in the Shadow Cabinet.
Household economic pressures
The survey also found widespread public dissatisfaction with household economic conditions. Some 82 percent of respondents said taxes and government levies were too burdensome, while 78 percent identified rising prices of basic necessities as a major concern.
More than half of respondents, or 53 percent, said their household's economic condition had worsened compared with the previous year. Meanwhile, 31 percent said their situation had remained unchanged, and 16 percent reported an improvement.
"As a result, 53 percent of the public consider their household's economic condition worse than it was a year ago," Bhima said.
Dissatisfaction also extended to Prabowo's electoral prospects. According to the survey, 55 percent of respondents who voted for Prabowo in the 2024 presidential election said they would not vote for him again in the next election.
Only 27 percent said they would vote for him again, while 19 percent were undecided.
Survey methodology
Celios researcher Wahyu Media Askar said the study continued the organization's assessments of the administration's first 100 days and first year in office. The latest research took three months, covering questionnaire development, data collection and report writing.
Media Askar said the study was conducted independently without funding from donors or other institutions.
"We were not funded by any institution or donor. This is solely an academic contribution to evaluating the Prabowo-Gibran administration," said Media Askar, who serves as economy minister in the Shadow Cabinet.
He added that the findings reflected the views of the respondents rather than the researchers' own assessments.
"Every figure produced by this study is not a figure from us as researchers, but an expression of the public and the experts involved," he said.
Celios researcher Isnawati Hidayah, who serves as agriculture and food sovereignty minister in the Shadow Cabinet, explained that the public survey covered 1,142 respondents across Indonesia's provinces. Researchers recruited participants through Meta Ads using non-probability sampling and applied weighting to align the results with the population aged over 17.
The expert survey involved 129 respondents from various academic and professional backgrounds recruited through snowball sampling.
The research team tested the questionnaires for validity and reliability using Cronbach's alpha, the Kaiser-Meyer-Olkin (KMO) measure and Bartlett's test.
"The test results consistently show that the survey instruments are reliable and valid for addressing the research objectives," Isnawati said.
For its ministerial performance rankings, Celios adapted the Borda count theory using a positional scoring system, similar to the method used for the Ballon d'Or awards. The system assigns greater weight to ministers who are consistently ranked near the top by respondents.
