Ervana Trikarinaputri, Jakarta – Indonesia's National Commission on Human Rights (Komnas HAM) revealed that the Indonesian National Police (Polri) is the institution most frequently cited in reports of alleged human rights violations.
This was conveyed by Komnas HAM Chairperson Anis Hidayah during a hearing with the House of Representatives' (DPR) Commission III on the revision of the Criminal Procedure Code (KUHAP) at the Parliament Complex, Senayan, Jakarta, Monday, September 22, 2025.
Hundreds of security-related complaints
Anis explained that Komnas HAM recorded complaints from January 2023 to December 2024 covering violations of both the right to security and the right to obtain justice.
In cases involving the right to security, the commission received and processed 504 complaints.
"The most implicated party is the Indonesian National Police," Anis told lawmakers.
Of these, 104 complaints were linked to criminal offenses, while 32 complaints involved killings or abuse by authorities, as well as reports of intimidation and inhumane treatment during interrogations.
Thousands of justice-related reports
Komnas HAM also handled 1,752 complaints related to violations of the right to obtain justice. Anis noted that the three institutions most frequently cited in these cases were the Police, the Judiciary, and the Public Prosecutor's Office.
According to her, the most common issue was unprofessional conduct by law enforcement officials, which accounted for 1,137 complaints. Another 115 complaints involved performance and code-of-conduct violations.
"Many cases also involve killings, abuse, and allegations of torture by authorities," Anis added.
Komnas HAM documented 18 such complaints, along with three cases involving the criminalization of lawyers, where police were cited as the responsible institution, and the victims were practicing professionals.
