Salsabilla Azzahra Octavia, Jakarta – Center of Economic and Law Studies or Celios gave a low score to the performance of Minister of Human Rights (HAM) Natalius Pigai from the Red and White Cabinet formed by Prabowo Subianto and Gibran Rakabuming Raka. In a recent study titled "Rapor 100 Hari Prabowo-Gibran" (Report on 100 Days of Prabowo-Gibran), Celios assessed that Pigai had the worst performance at number one.
Minus score from Celios
Celios in a survey assessing the performance of Prabowo-Gibran in their first 100 days of work said that Pigai received a minus 113 score. Pigai also made it to the top five of the "Ministers in need of a reshuffle" and "Ministers/Agency Heads who seem to be inactive" categories.
"The lowest score in this evaluation was obtained by Natalius Pigai (Minister of HAM) with a score close to -150. This score indicates significant criticism of the policies in the field of HAM, due to various controversies or the lack of breakthroughs that have been made," said Celios in their study on Tuesday, January 21, 2025.
The Celio study gathered responses from 95 journalists from 44 press institutions in Indonesia. These press institutions came from different desks, including economy, social and political, law and human rights, also energy and the environment.
Distressing human rights enforcement performance
During a hearing with Commission XIII of the House of Representatives, Pigai said that his ministry did not have a program in the first 100 days of work on Thursday, October 31, 2024. Pigai said, "We do not have a 100-day work program. We have an emergency condition program to build the people, the nation, and the country. We are focused for five years if we are maintained."
Pigai revealed that his ministry is committed to ensuring that every policy has a human rights perspective. Furthermore, Pigai promised to be at the forefront to ensure that policies do not violate human rights and harm marginal groups. Pigai will focus on arranging the organization and systems in the Ministry of Human Rights.
"The 100-day program is handling, revitalizing the organization, managing and developing the organization, and staff recruitment. I think this will be completed in just seven days," he said.
At the same time, Natalius Pigai also asked for an increase in staff from the original 188 to 2,544, which drew a negative response from the public.
"After I calculated the personnel strength, currently there are only 188 staff. With the new structure, I need 2,544 staff," said Pigai. He also said that this should be along with an increase in the budget of Rp14 billion for employee salaries.
Pigai revealed increasing the number of employees for the Ministry of Human Rights is for various community groups throughout Indonesia. According to Pigai, around 80,000 groups are targeted by the Ministry of Human Rights policies. Pigai said the program will directly touch the individual level and therefore plans to form 1,700 teams in each region.
"These teams will work to organize troops targeting individuals, and we will establish regional offices in the future," he said.
The Ministry of Human Rights itself is a ministry designed to stand alone in the Prabowo administration. Previously, this ministry was part of the Ministry of Law and Human Rights. Many policies need to be designed to build the ministry under Pigai's leadership so that it can carry out its function of upholding human rights.
Meanwhile, human rights is one of the missions included in the 8 Asta Cita Missions designed by Prabowo and Gibran in the first order. This mission reveals that the Prabowo and Gibran government has a mission to strengthen the ideology of Pancasila, democracy, and human rights. Therefore, Pigai's distressing performance should be a note for Prabowo and Gibran to improve the human rights enforcement agenda in Indonesia.
