Komnas HAM urges Gibran to stop military deployments in Papua

Jakarta – The head of the National Commission on Human Rights (Komnas HAM) representative for Papua, Frits Ramandey, said Indonesian Vice President Gibran Rakabuming Raka should halt the military deployment in resolving armed conflicts in Papua. The military approach will not solve the human rights issues in Papua.

"Military deployment will also hinder the acceleration of development in Papua," said Frits when contacted on Wednesday, July 9, 2025.

President Prabowo Subianto plans to assign Gibran to accelerate development in Papua. The eldest son of former president Joko Widodo is also mentioned by the Coordinating Minister for Legal, Human Rights, Immigration, and Pemasyarakatan Yusril Ihza Mahendra to resolve human rights issues in Papua.

Frits suggested that Gibran should try a different approach when dealing with issues in Papua. Frits urged Gibran to prioritize dialogue with pro-independence groups in resolving the violent conflicts. Additionally, Frits asked Gibran to create a roadmap for accelerating development and resolving issues in Papua. Frits suggested forming a body to create the roadmap, which should also include experts from relevant fields. "For example, if it's an education issue, it should involve education experts. For health issues, it should involve health experts," said Frits.

Frits also asked Gibran to evaluate the performance of the Special Autonomy Acceleration Development Steering Committee for Papua (BP3OKP), led at that time by the 13th Vice President, Ma'ruf Amin. Gibran needs to understand their achievements to get a complete picture of accelerating development in Papua.

According to Frits, Gibran must prioritize resolving violent conflicts in Papua. Frits requested that the resolution of violent conflicts should be completed within 4 to 5 years. The issue of accelerating development in Papua should be handed over to the relevant ministries. "But Gibran still needs to coordinate," he said.

The day before, Gibran was willing to receive a special assignment from President Prabowo Subianto to resolve issues in Papua. He is ready to be assigned anywhere and at any time. "Right now, we are waiting for the next order," said the eldest son of former President Jokowi after visiting Klaten, Central Java, on Wednesday, July 9, 2025, as quoted from a video circulated by the Presidential Secretariat's BPMI.

Gibran is currently awaiting the President's decision (Keppres). He believes he can resolve the issues in Papua. "I am often tasked with sending school equipment, such as laptops, and providing free nutritious meals. It's just a matter of arranging the timing," he said.
