BKN explains why nearly 2,000 civil servant candidates withdrew

Novali Panji Nugroho, Jakarta – The Head of the National Civil Service Agency (BKN), Zudan Arif Fakhrulloh, has disclosed the five primary reasons behind the withdrawals of over a thousand Civil Servant Candidates (CASN) who had successfully passed the selection process. The BKN noted that a total of 1,967 CPNS applicants withdrew due to the optimization policy.

Zudan stated that the first reason for these withdrawals was the distant placement of candidates from their place of domicile. When confirmed on Monday, April 28, 2025, he added, "Second, the applicants did not have family permission."

Some applicants also cited the health conditions of their parents as a significant factor in their decision. Another reason, according to Zudan, was that some successful CASN candidates chose to pursue master's or doctoral studies. "And then, there are also those considered to have withdrawn by their respective agencies," he noted.

The BKN reported that 16,167 applicants were admitted through the optimization channel. From this group, 1,967 individuals, representing 12 percent, ultimately decided to withdraw their candidacy.

Zudan clarified that the optimization policy aims to prevent any vacant positions. "This means, 16,167 (applicants) initially did not pass, but then we placed them in positions that had no applicants," he elaborated.

Separately, Speaker of the House of Representatives (DPR), Puan Maharani, commented that the withdrawal of thousands of CASN applicants indicates existing shortcomings within the recruitment process. She asserted that a comprehensive evaluation of the CASN recruitment system by the government is necessary.

Puan stated that the government should adapt its recruitment methods to contemporary standards. "If it still relies on outdated methods, it should come as no surprise if the younger generation chooses to withdraw," Puan said in a written statement on Saturday, April 26, 2025.

According to Puan, the structuring of positions and the final placement of candidates must be meticulously and strategically planned. She expressed that the phenomenon of thousands of CASN withdrawals will be a matter of serious concern for the legislative body.

She voiced concerns that a failure to evaluate the civil servant recruitment system could negatively impact public services. "We cannot allow the bureaucracy to experience a lapse in its regeneration," stated the politician from the PDIP party.
