Fajar Pebrianto, Jakarta – President Joko "Jokowi" Widodo has officially ratified Presidential Decree No 17/2022 on the formation of a non-judicial settlement for severe past human rights violations team, or the PPHAM team.
This team is given four tasks, one of which is to recommend a victim's restoration process in five ways. "Namely physical rehabilitation, social assistance, health coverage, scholarship, and other recommendations for the interest of the victims or their families," as stated in Article 4 of the Decree.
This Presidential Decree also stipulates an Implementing Team led by Makarim Wibisono, former Indonesian Ambassador to the United Nations, as the Head of the Implementation Team.
This team consists of several members such as former Army Deputy Chief of Staff Lieutenant General (Ret.) Kiki Syahnakri, Gadjah Mada University Constitutional Law Expert Zainal Arifin Mochtar and Rector of the State Islamic University (UIN) Syarif Hidayatullah Komaruddin Hidayat.
Its main task is to disclose and analyze past severe human rights violations based on data and recommendations set by the National Human Rights Commission (Komnas HAM) until 2020.
Another task is to propose recommendations for recovery steps for victims or their families. Meanwhile, the determination of recommendations is under the authority of the Steering Committee led by the Coordinating Minister for Political, Legal, and Security Affairs Mahfud Md.
The PPHAM Team will have a legal working period until December 31, 2022, but can be extended under another Presidential Decree. The National Commission for Human Rights (Komnas HAM) is currently handling 12 past human rights violations.
