Indonesia logs 3,003 human rights complaints in 2025

Eka Yudha Saputra, Jakarta – The National Commission on Human Rights (Komnas HAM) received 3,003 complaints of alleged human rights violations throughout 2025, marking a significant increase compared to the previous year.

The figures were presented in Komnas HAM's 2025 Annual Report. Chairman Anis Hidayah said the findings reflect a widening gap between the pace of national development and the implementation of human rights principles.

She said 2025 was marked by three key dynamics, including a post-transition socio-political climate.

"One of the most decisive dynamics of the human rights situation in 2025 was the strengthening of public demands related to justice, state accountability, and the quality of democracy," Anis said at Komnas HAM's office in Central Jakarta on Monday, July 6, 2026.

Complaint distribution and verification

Of the 3,003 complaints received, 2,670 were submitted through Komnas HAM's central secretariat in Jakarta, while 333 came via six regional offices.

After verification, 891 complaints were not processed further as they were classified as notifications. Another 1,087 cases were dropped following administrative and substantive review.

Follow-up actions by Komnas HAM

Komnas HAM continued handling selected cases through various mechanisms, including:

  • 97 cases through hearings
  • 472 cases through monitoring
  • 65 recommendations issued
  • 11 amicus curiae submissions to courts
  • 90 cases handled through mediation
  • 6 mediation agreements reached

Most reported institutions

The ten most frequently reported actors in 2025 were:

  • Indonesian National Police (Polri): 805 complaints
  • Corporations: 479
  • Individuals: 331
  • Regional governments: 279
  • Central government ministries: 202
  • Judicial institutions: 165
  • Indonesian National Armed Forces (TNI): 107
  • State-owned and regional enterprises: 103
  • Educational institutions: 69
  • Public prosecutor's office: 63

Comparison with 2024

In 2024, Komnas HAM handled 2,305 complaints of alleged human rights violations from across Indonesia and abroad.

Of these, 2,050 cases were received through the central secretariat in Jakarta and 255 through regional offices in Aceh, West Sumatra, West Kalimantan, Central Sulawesi, Maluku, and Papua.

Complaints submitted via mail, direct visits, online platforms, email, proactive reporting, and hearings were processed into monitoring (709 cases), mediation (213), advisory or other non-litigation measures (682), while 701 were recorded as notifications.

Geographic distribution of cases

Reported cases were spread across all Indonesian provinces, with the highest numbers recorded in:

  • Jakarta: 337
  • West Java: 232
  • North Sumatra: 227

Polri remains most reported institution

The Indonesian National Police (Polri) remained the most reported institution in 2024 with 663 complaints, followed by regional and central government institutions (433), and corporations (321).
