Indonesia to set single rice price

Alfitria Nefi Pratiwi, Jakarta – The Coordinating Minister for Food Affairs, Zulkifli Hasan, plans to set a single highest retail price (HET) for rice nationwide. "Later, rice can have the same price throughout Indonesia," he said in a limited coordination meeting in Jakarta on Monday, December 29, 2025.

If this rule is implemented, Zulhas, as he is called, said the government would eliminate the highest retail price based on regional zones. He said the government still needs to hold further meetings to discuss this.

Meanwhile, Minister of Agriculture Andi Amran Sulaiman stated that the discussion on standardizing rice prices must go through a limited coordination meeting.

The idea of equalizing the highest retail price of rice was conveyed by Coordinating Minister for Food Zulkifli Hasan after a meeting to discuss the government's food reserves. The National Mandate Party politician conveyed the government's plan to review the margin of the State Logistics Agency (Bulog). Zulhas said that Bulog's current margin is Rp50 for rice or paddy procurement programs.

Assuming rice procurement is 3 million tons, Zulhas said Bulog received a margin of Rp150 billion. According to Zulhas, with this margin, Bulog can't distribute rice to the Papua and Maluku regions. The former Minister of Forestry and Trade plans to discuss the review of Bulog's margin with the Financial and Development Supervisory Agency (BPKP).

Currently, the government sets the highest retail price of rice based on regions. The regulation on the highest rice price is stipulated in the Head of the National Food Agency of the Republic of Indonesia Decision Number 299 of 2025 dated August 22, 2025.

This regulation establishes the maximum retail price (HET) for medium rice in Java, Lampung, and South Sumatra at Rp13,500 per kilogram. Then, the highest retail price for medium rice in Aceh, North Sumatra, West Sumatra, Bengkulu, Riau, Riau Islands, Jambi, and Bangka Belitung is set at Rp14,000 per kilogram.

Meanwhile, the highest retail price of medium rice in Bali, West Nusa Tenggara, and Sulawesi is set at Rp13,500 per kilogram. The HET for medium rice in East Nusa Tenggara and Kalimantan is set at Rp14,000 per kilogram. Then, the HET for the Maluku and Papua regions is set at Rp15,500 per kilogram.
