Hanin Marwah, Jakarta – Indonesian President Prabowo Subianto has ratified Law Number 3 of 2026 concerning Witness and Victim Protection (UU PSDK). The law replaces Law Number 13 of 2006, which was previously amended by Law Number 31 of 2014 concerning Witness and Victim Protection.
Prabowo signed the policy, while the State Secretary Minister, Prasetyo Hadi, promulgated it on May 20, 2026. "The presence of the Witness and Victim Protection Law strengthens the state's commitment to provide more comprehensive protection to witnesses, victims, informants, accused witnesses, and experts," said the Chair of the Witness and Victim Protection Agency (LPSK) Achmadi in a written statement on Monday, June 15, 2026.
Previously, the House of Representatives (DPR) passed the Draft Law on the Second Amendment to Law Number 13 of 2006 concerning Witness and Victim Protection in the 17th plenary session of the IV session 2025-2026. House Speaker Puan Maharani struck the gavel to mark the approval on Tuesday, April 21, 2026.
In that meeting, Vice Chair of the DPR's Commission XIII, Andreas Hugo Pareira, explained that the revision of the WVP Law consists of 12 chapters and 78 articles. One substantial change is the expansion of protection for those involved in the criminal justice system. Protection is provided not only to witnesses and victims, but also to accused individuals, informants, and experts who are facing threats.
The law revision strengthens the position of the LPSK as a state institution by establishing representatives in different regions. Furthermore, the state compensates victims when perpetrators are unable to fulfill their responsibilities in full. "Every victim of serious human rights violations, human trafficking, terrorism, and sexual violence crime is entitled to compensation," said Andreas.
Another change establishes a victim's endowment fund to finance compensation and recovery for victims. "Furthermore, a Special Task Force can be formed by LPSK to exercise authority in protecting witnesses, victims, accused witnesses, informants, and/or experts," said the Indonesian Democratic Party of Struggle (PDIP) politician.
