Purbaya proceeds with Rp 200 T Himbara liquidity plan despite bank doubts

Prisma Ardianto, Jakarta – Finance Minister Purbaya Yudhi Sadewa said the government will proceed with its plan to place Rp 200 trillion ($11.15 billion) in excess budget funds at state-owned banks despite lingering doubts among some lenders over whether the policy will be implemented.

The funds will remain at state-owned banking group (Himbara) banks through the end of 2026, with the possibility of being extended into next year, as part of the government's effort to strengthen banking liquidity and support credit growth.

"Some banks are still unsure whether we will actually implement the fund placement. I want to reiterate to them that we will," Purbaya told reporters on the sidelines of the Gaikindo Indonesia International Auto Show (GIIAS) 2026 in Tangerang, Banten.

Purbaya said the government will inject the funds in phases under a Rp 200 trillion framework, with two additional Rp 100 trillion allocations managed under different mechanisms.

The first Rp 100 trillion tranche will be reviewed every three months, while the second Rp 100 trillion allocation will be more flexible, allowing the government to add or withdraw funds depending on financing needs.

The policy is intended to improve liquidity across the banking system, giving banks greater capacity to extend loans to businesses and households. The government will also monitor its impact on credit expansion and broader economic activity.

Earlier this week, following a meeting of the Financial System Stability Committee (KSSK), Purbaya said the government had settled internal discussions over the use of excess budget funds after committee members agreed on a common framework prioritizing banking liquidity.

"We now have a jointly agreed framework. There is no longer any debate over this issue," he said.

He added that sovereign wealth fund Danantara had presented an assessment of banking liquidity during the KSSK meeting, which was taken into account in the policy discussion. The government will also continue coordinating closely with Bank Indonesia to ensure the fund placement supports financial system stability.
