Daniel A. Fajri, Jakarta – President Joko Widodo or Jokowi chaired an internal meeting on accelerating land provision for investment in the Nusantara Capital City (IKN) at the State Palace, Jakarta, on Wednesday, March 13, 2024.
Vice President Ma'ruf Amin, Head of the IKN Authority Bambang Susantono, and the Minister of Public Works and Housing (PUPR) Basuki Hadimuljono also attended the meeting.
"He (President Jokowi) said that the status of lands [in IKN] should be cleared up immediately," Minister Basuki said in a press conference after the meeting. "He received many complaints from investors about the acceleration of investment in IKN."
Basuki Hadimuljono explained that there are two types of land acquisition, one for infrastructure development such as those carried out by the state budget, and one for investment.
However, Bambang said the government needs to realize the land acquisition as soon as possible to swiftly form the ecosystem for infrastructure development from the results of investment.
Minister Basuki Hadimuljono explained that Jokowi gave two directives regarding the land provision. First, a desk for investment complaints should be provided. Second, to determine the status of land for investors. According to the minister, Jokowi said to 'work fast but lawfully'.
The government provides a very long period of management of Land Rights (HAT) to investors in IKN. This is provided in Law Number 21 of 2023 concerning Amendments to Law Number 3 of 2022 concerning the National Capital City, which has been promulgated since October 31, 2023.
Land management in the form of the right to cultivate is granted for a maximum of 190 years. Meanwhile, the right to build and right to use are given a maximum of 160 years.
