KontraS unveils track record of new police chief Idham Azis

Adam Prireza, Jakarta – The Commission for Missing Persons and Victims of Violence (KontraS) staffer of monitoring and documentation bureau, Rivanlee Anandar, pointed up the appointment of Police Criminal Investigation Agency (Bareskrim) head Comr. Gen. Idham Azis as National Police Chief.

Referred to KontraS data, Idham had several notes regarding his policies and work performances that did not reflect a police officer who truly internalized values of human rights in an institution he helmed. "Especially, when he served as Jakarta Metro Police Chief," said Rivan in a written statement, Tuesday, Oct. 29.

Rivan recalled that prior to 2018 Asian Games, Idham who was Jakarta Metro Police Chief instructed his members to shoot down violent motorbike robbers – locally known as begal – on sight. However, KontraS did not find an audit and evaluation of the instruction. Jakarta Police spokesman Sr. Comr. Argo Yuwono even denied such an order issued by Idham.

Additionally, Idham Azis as the head of the investigation team appointed by Tito (former Police Chief) to examine the attack against Novel Baswedan was slow and failed to discover significant findings on the case.

"Idham had a responsibility to conclude Novel's case long before he was appointed as National Police Chief, which was when he served as Jakarta Police Chief and Head of Bareskrim," Rivan underlined.

Additionally, during Idham's term as Jakarta Police Chief, KontraS recorded 121 violence acts committed by police officers; 90 shooting cases, 16 forced evictions, 9 cases of mistreatment, and 7 cases of intimidation.

There were also 3 cases of criminalization by the police, 3 cases of torture, 3 cases of arbitrary arrest, and 1 case of extortion. Rivan said that the data was obtained from KontraS' monitoring from August 2017 to December 2018.

Rivan went on to say that his institution hoped the notes could be used as a touchstone for Idham Azis to pay more attention and be firm to its members who committed violations. Idham must also ensure that both policies issued by the National Police and his members' acts do not conflict with the existing regulations.
