Former Indonesian Deputy Labor Minister jailed at Sukamiskin Prison

Annisa Febiola, Jakarta – Indonesia's Corruption Eradication Commission (KPK) on Wednesday, June 24, transferred former Deputy Manpower Minister Immanuel Ebenezer Gerungan, popularly known as Noel, to Sukamiskin Prison in Bandung to begin serving his sentence in a corruption case involving workplace safety certification.

Noel was among 11 convicted individuals imprisoned in connection with a corruption scheme tied to the issuance of Occupational Safety and Health (K3) certifications at the Ministry of Manpower.

"We have carried out the prison sentence executions for the 11 convicts in the K3 case at Sukamiskin Prison," Mungki Hadipratikto, Director of Asset Tracking, Evidence Management, and Execution at the KPK, told reporters in Jakarta on Wednesday.

Mungki showed photographs documenting the execution of the court ruling, saying Noel arrived at Sukamiskin Prison at around 11:00 AM local time.

Earlier this month, the Jakarta Corruption Court sentenced Noel to four years and six months in prison after finding him guilty of accepting gratuities and extorting payments related to the processing of K3 certifications.

The court also imposed a fine of Rp200 million (about US$12,000) and ordered Noel to pay Rp3.435 billion in restitution. If he fails to pay the amount, he will face an additional one-year prison term.

The sentence was lighter than the punishment sought by prosecutors.

According to the indictment, Noel was accused of receiving a share of illicit proceeds amounting to Rp3.3 billion and a Ducati motorcycle from a scheme involving payments demanded from private companies seeking K3 certification while he served as deputy manpower minister between 2024 and 2025.

Prosecutors alleged that shortly after taking office in late 2024, Noel summoned a ministry official, Hery Sutanto, to discuss the allocation of funds collected from private-sector applicants through the certification process.

During a court hearing on May 7, 2026, Noel acknowledged receiving gratuities worth Rp3.36 billion and a Ducati motorcycle. Prosecutors subsequently sought a five-year prison sentence, a Rp250 million fine, and restitution totaling Rp4.43 billion.

When the verdict was delivered on June 4, Noel told the court he accepted the ruling.

"With this, Your Honor, I accept the decision," he said during the hearing.

The case is part of a broader KPK investigation into alleged corruption surrounding workplace safety certification services, which prosecutors said involved extortion and illicit payments from private businesses seeking regulatory approval.
