Mutia Yuantisya, Jakarta – Indonesian Prabowo Subianto has signed Presidential Regulation No. 27 of 2026 on the Protection of Online Transportation Drivers, capping platform commissions at a maximum of 8 percent and ensuring drivers receive up to 92 percent of trip earnings.
Chairperson of the Garda Indonesia Online Motorcycle Taxi Drivers Association, Raden Igun Wicaksono, described the policy as a major milestone in the struggle of ride-hailing drivers.
He said the 8 percent cap even exceeds the group's initial demand, which was a 10 percent limit.
"This decision reflects the government's response to drivers' aspirations on the ground," Igun said in a written statement on Friday, May 1, 2026.
The regulation was signed to coincide with International Workers' Day, or May Day. The association said it represents state recognition of the role of online transport drivers in the digital economy ecosystem.
Garda Indonesia said the policy was the result of consolidation and advocacy efforts by drivers across regions, and viewed it as a step toward fairer governance between platform companies and drivers.
While welcoming the regulation, the group stressed the importance of strict oversight to ensure proper implementation and compliance by platform companies with the 8 percent cap.
Prabowo announced the policy during his speech at the National Monument (Monas) in Jakarta on Friday, May 1, 2026, marking International Workers' Day.
"The income distribution, which was originally 80 percent for drivers, is now a minimum of 92 percent for drivers," he said in front of thousands of workers.
He said the measure had been formalized through Presidential Regulation No. 27 of 2026 on the Protection of Online Transportation Workers. Under the rule, ride-hailing platforms are only allowed to take an 8 percent commission, down from around 20 percent previously.
Prabowo also said the regulation includes occupational accident protection and health insurance coverage. "BPJS Health will be provided, including health insurance," said the former defense minister.
