Raihan Muzzaki, Jakarta – The Indonesian Corruption Eradication Commission (KPK) stated that it has received a refund of Rp100 billion from the hajj and umrah bureau, which is part of the Special Hajj Organizer (PIHK). The KPK suspects that the money constitutes illegal profits obtained by the travel bureau from the distribution of additional hajj quotas for the period of 2023-2024.
"We will update if there are any developments regarding the amount refunded by the PIHK or the association," said KPK spokesperson Budi Prasetyo when confirmed on Saturday, April 25, 2026.
Budi stated that the refund of money from the profits obtained by the hajj and umrah bureau is a step to recover the state's financial losses. He also revealed that there are still a number of PIHKs that have not returned the alleged corrupt funds for the hajj quota to the KPK.
One of the hajj and umrah bureaus that has returned the alleged corrupt funds for the hajj quota is the owner of PT Zahra Oto Mandiri or Uhud Tour, Khalid Zeed Abdullah Basalamah. Khalid returned Rp8.4 billion to the KPK claiming to be a victim of fraud by the travel bureau PT Muhibbah Mulia Wisata owned by Ibnu Mas'ud.
Khalid stated that he did not know the reason PT Muhibbah returned the money to him. He also mentioned that Muhibbah did not allow documentation during the refund process. During the investigation, KPK investigators then asked Khalid to return the money.
"When called by the KPK, I was asked about the money from the visa. I said it existed, then I was asked to return it, and we returned it," said Khalid after being questioned by the KPK on Thursday, April 23, 2026. Khalid also denied keeping the funds received from PT Muhibbah. He emphasized that his hajj bureau, Uhud Tour, was actually a victim in the distribution of additional hajj quotas.
As the owner of Uhud Tour, Khalid stated that he had planned to arrange for about 100 furoda hajj pilgrims, including himself. The offer to depart using a visa from PT Muhibbah then came from Ibnu Mas'ud.
The KPK found indications of irregularities in the distribution of additional hajj quotas for 20,000 pilgrims, which should have been allocated for regular hajj. However, the Ministry of Religious Affairs divided the quota into 10,000 for regular hajj and 10,000 for special hajj.
This policy was stipulated in Minister of Religious Affairs Decree Number 130 of 2024 dated January 15, 2024. At that time, Minister of Religious Affairs Yaqut Cholil Qoumas used discretion as regulated in the Hajj and Umrah Law, but the policy was considered to neglect the quota allocation provisions in Article 64.
In this case, the KPK has named four suspects, namely former Minister of Religious Affairs Yaqut Cholil Qoumas, his special staff Ishfah Abidal Aziz alias Alex, PT Maktour Operational Director Ismail Adham, and PT Raudah Eksati Utama Commissioner who is also the Chair of Kesthuri, Asrul Aziz Taba.
