Ervana Trikarinaputri, Jakarta – President Prabowo Subianto is set to transfer 1,700 to 4,100 civil servants (ASN) to Nusantara Capital City (IKN). This regulation is outlined under the Presidential Regulation Number 79 of 2025 concerning the government work plan update for 2025.

In the regulation, Prabowo also inked the designation of IKN as the political capital in 2028. The regulation was enacted on July 30, 2025, and took effect on the same day.

"The relocation and organization of the government in the National Capital, is reflected in the number of relocations and/or assignments of civil servants to the National Capital reaching 1,700-4,100 people," reads the Regulation 79/2026 in its attachment, cited on Saturday, September 20, 2025.

Additionally, the naming of IKN as a political capital is carried out through the implementation of an intelligent government system in the region. The relocation and governance in the new capital are reflected in smart city services, which have reached 25 percent in IKN.

Furthermore, IKN status as a political capital also requires the establishment of the central government core area (KIPP) of IKN and its surroundings, which has now reached 800-850 hectares. Additionally, office construction reaches 20 percent, while the development of suitable, affordable, and sustainable housing in IKN reaches 50 percent.

Moreover, the coverage of basic infrastructure facilities in the IKN area reaches 50 percent, and the accessibility index and connectivity of the IKN area reach 0.74.

The Head of the IKN Authority, Basuki Hadimuljono, said that the Ministry of State Apparatus Empowerment and Bureaucratic Reform had planned to relocate civil servants from 15 ministries to IKN in the near future. He stated that this plan is part of a gradual relocation strategy for agencies to IKN.

"A total of 1,170 IKN Authority staff have officially relocated (to IKN) and occupied several civil servant residential towers," Basuki said on Thursday, July 31, 2025, as reported by Antara.

The transfer for civil servants to IKN has been continuously delayed since it was planned to take place in early 2024, citing various reasons, from unreadiness of infrastructure to the lack of presidential directives.
