Sultan Abdurrahman, Jakarta – Indonesia Corruption Watch (ICW) researcher Diky Anindya urged the House of Representatives (DPR) not to choose the Corruption Eradication Commission (KPK) leader subjectively. He said this is especially true if the subjective choice favors the abolishment of sting operations (OTT) from the KPK.
"ICW urges DPR members not to choose KPK leaders based on subjective preferences just because the candidate being examined intends to abolish OTT," said Diky in a written statement on Wednesday, November 20, 2024.
According to Diky, the discourse of abolishing OTT from the KPK is not in line with the spirit of combating corruption. In fact, Diky assesses that the discourse tends to weaken the KPK's performance.
Diky stated that OTT is one of the most powerful legal instruments for law enforcement in the KPK. Diky said that the KPK has achieved many successes in uncovering corruption crimes through OTT.
Diky expressed his stance in response to one of the KPK leader candidates for the 2024-2029 period, Johanis Tanak, who stated his intention to eliminate OTT's approach from the anti-corruption institution. Tanak, who also serves as the Vice Chairman of the KPK, raised this discourse during a feasibility or fit and proper test at the Indonesian DPR.
During a feasibility test with the DPR's Commission III on Tuesday, November 19, 2024, Tanak was questioned by Rudianto Lallo, a member of the Commission III from the NasDem faction. This House legislator asked Tanak about the relevance of OTT in handling corruption cases.
In response to the question, Tanak stated that OTT was inappropriate and irrelevant for dealing with corruption cases. 'OTT is inappropriate. I have conveyed this to my colleagues (KPK leaders),' said the 2019-2024 period KPK leader at the Indonesian Parliament complex, Jakarta, on Tuesday, November 19, 2024.
Tanak analogized OTT with the activities of a doctor during surgery. In medical treatment operations, he said, everything is prepared and planned.
He said this should also apply to OTT activities in corruption cases. However, Tanak revealed that, according to the definition of sting operations in the Criminal Procedure Code, the activity is carried out instantly without planning.
