Maximizing emergency PPKM, govt urges companies to tighten working hours

Setyakusuma, Jakarta – In order to maximize the handling of the Covid-19 pandemic, the Minister of Manpower, Ida Fauziyah, asked companies, especially in the essential sector, to tighten working hours. This is done so that the goal of limiting people's mobility during the period of the Emergency PPKM can be achieved maximally.

"In response to the situation in the business world during this Emergency PPKM period, adjustments are needed regarding the number of workers in the company, the implementation of health protocols at work, adjustment of working time, and its impact on workers' rights," said Ida Fauziyah through a Press Release of the Public Relations Bureau, Wednesday, July 14, 2021.

The minister explained that the implementation of Emergency PPKM had been regulated through the instruction of Minister of Home Affairs No. 18 of 2021. In the regulation, the essential sector was one of the sectors allowed to work from the office (WFO) up to 50 percent. Even so, the company is expected to further tighten working hours in order to maximize the goal of Emergency PPKM. "As long as it is confirmed that it has met the criteria from the Ministry of Home Affairs, companies in the essential sector can make options to maximize the production process," he said.

These options include workers or laborers to only be working 15 days in a month. That is, 15 days for working from the office (WFO) and the remaining 15 days for working from home (WFH). This was stated by the Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan. "Another option could be the implementation of work shifts in the company so that there is no accumulation of workers in the same shift," said Ida.

Another option is to work on a 2-1 scheme (two working days and one day off). With this option, all workers can get a shift. In addition, companies can choose to slim down work units apart from the core units, which do not require as many workers as in normal times. So that the number of workers in the core work unit can be maximized.

Companies can also choose other options according to the character of the production process in each company. "These options are intended so that companies can maximize the operations as much as possible in a PPKM situation, so that the economy can continue to run," said Ida.

The Ministry of Manpower emphasizes that these adjustments are made based on an agreement with the workers' representatives or the Trade Unions/Labour Unions (SP/SB). "Whatever the option is, in order for the implementation to be carried out safely and conducive, the application of the 5M health protocol must become a non-negotiable standard," she said. For further details, Manpower Minister Ida Fauziyah said that her party would issue field implementation guidelines in the future.
