Komnas HAM summons police chief, toll road director regarding killing of FPI supporters

Jakarta – The National Commission on Human Rights (Komnas HAM) has summoned Jakarta Police chief Insp. Gen. Fadil Imran and state-owned toll road operator PT Jasa Marga president director Subakti Syukur over the fatal shooting of six members of the Islam Defenders Front (FPI) in an encounter between the group and Jakarta Police officers last week.

Komnas HAM commissioner Muhammad Choirol Anam said the questioning was scheduled to take place on Monday.

The human rights body has formed a fact-finding team to investigate the encounter between the group and the police and is seeking information from the FPI, witnesses, the victims' families and people who were near the crime scene.

The incident allegedly occurred as investigators tailed Rizieq and his entourage in response to a tip-off claiming that Rizieq and his followers were planning to evade police questioning, which is considered an obstruction of justice.

The police and the FPI have presented divergent accounts of the incident. The police have asserted that the officers were defending themselves from a life-threatening attack launched by FPI members, while the FPI has said that none of its members were carrying weapons and that the shooting violated police protocol.

The National Police have sought to recreate the incident at four locations near kilometer 50 of the Jakarta-Cikampek toll road, where the incident took place on early Monday morning, National Police spokesman Insp. Gen. Argo Yuwono said.

"We've reconstructed at least 58 scenes," Argo said in a statement quoted by kompas.com.

Argo said the police had sought to reconstruct nine scenes in front of the Novotel Hotel in Karawang regency, West Java. After that, they recreated four scenes from the Jl. Karawang International traffic circle and the Cikampek-bound West Karawang toll gate to the kilometer 50 rest area.

Investigators then reconstructed 31 scenes at the kilometer 50 rest area.

The last location was between the kilometer 50 rest area and kilometer 52, where the police sought to reconstruct 14 scenes.

Using the accounts of four police officers who were involved in the encounter last week, the police attempted to reenact the alleged attack by the FPI members and the subsequent police shooting, Argo claimed.

Choirul said his organization had been invited to observe the National Police's reconstruction but that they were not able to attend because they were still consolidating preliminary findings and preparing for Monday's questioning.

"We are receiving more parts of the puzzle from this incident, and we hope that the more we get, the faster it will become clear," he said. (dis)
