Prabowo signs regulation on national action plan against extremism

Sultan Abdurrahman, Jakarta – Indonesian President Prabowo Subianto has signed Presidential Regulation Number 8 of 2026 concerning the National Action Plan for Prevention and Countering of Violence-Based Extremism Leading to Terrorism for the 2026-2029 period (Perpres RAN PE). The document discusses strategies to address the potential threat of extremism leading to terrorism.

Prabowo signed the regulation on February 9, 2026. "In order to meet the national priority in facing the threat of violence-based extremism leading to terrorism, coordination and synergy between security instruments are necessary in the prevention and countering of terrorist activities," as written in the considerations section of Presidential Regulation Number 8 of 2026.

In Article 1, this regulation defines violence-based extremism leading to terrorism. The phrase is explained as beliefs and/or actions that use extreme violence or the threat of extreme violence to support or commit terrorist acts.

Through this regulation, Prabowo sets RAN PE as a guideline for ministries, institutions, and local governments in implementing programs for the prevention and countering of extremism during the four years from 2026 to 2029.

RAN PE covers nine themes regulated in Article 4. They include National Preparedness; Community and Family Resilience; Education, Community Skills, and Job Facilitation; Protection and Empowerment of Women, Youth, and Children; Strategic Communication, Media, and Electronic Systems; Deradicalization; Human Rights, Good Governance, and Justice; Witness Protection and Victims' Rights Fulfillment; as well as Partnerships and International Cooperation.

These RAN PE themes are implemented through Prevention and Countering of Extremism Actions, referred to in the regulation as PE Actions. PE Actions are planned by ministries, institutions, government authorities, and other stakeholders.

Presidential Regulation Number 8 of 2026 contains an appendix containing PE Actions that can be taken. These mechanisms identify potential extremism in government, state-owned enterprises, regional enterprises, and public facilities. There are dozens of other PE Action plans outlined in the appendix.

This regulation also requires provincial and district or city-level governments to develop Regional Action Plans (RAD PE). Regional governments must establish their RAD PE within one year of the enactment of Perpres RAN PE.
