Alfitria Nefi Pratiwi, Jakarta – The physical construction of the judicial, legislative, and office buildings in the Nusantara Capital City (IKN) has simultaneously kicked off in December 2025, as confirmed by the IKN Authority head, Basuki Hadimuljono. The construction is carried out through a multiple-year contract scheme worth Rp20 trillion.
According to Basuki, the tender process for the judicial and legislative buildings development had been conducted mid-year of 2025. "Multi-year contracts for 2025, 2026, and 2027 have been signed," said Basuki Hadimuljono, in Samarinda, East Kalimantan, on Wednesday, December 31, 2025, as quoted from Antara.
The IKN Authority boss also detailed the connectivity progress shown in the new capital. This can be seen from the connecting roads of the entire Core Central Government Area (KIPP) Segments 1A, 1B, and 1C, to the main toll road access, which is seeing near 100% completion by 2025 year-end.
Adequate road access is expected to give rise to accelerated private investments' physical realization in the surrounding areas. This is evident from the rapid construction of the Sabdi Waluya Hospital and the Taruna Nusantara High School, which is targeted to operate partially starting from March 2026.
Against this backdrop, the Indonesian government is urging the State-Owned Banks Association or Himbara, which last year only held a groundbreaking ceremony, to immediately start construction to allow for the business areas to thrive.
Basuki revealed that last year's construction did not only rely on state funding, but also used a combined state budget, public-private funding, and private investments.
The government also strengthens basic infrastructure support for the comfort of the residents by signing new contracts for the construction of 24 additional reservoirs to maintain the raw water supply and flood control simultaneously.
"The construction stages are gradually regulated by the government, where government infrastructure works are accelerated at the end of this year, while the construction of new residential sectors is scheduled to start effectively in 2026," said Basuki.
The acceleration of physical construction of various state facilities plays a crucial role in meeting the targets of Presidential Regulation Number 79 of 2025, which mandates that Nusantara must be fully functional as the political capital of Indonesia by 2028.
He assesses that all construction roadmaps and physical achievement targets currently underway are still within the appropriate corridor and in accordance with the government's initial plans for the development of the new capital city.
Previously, Basuki stated that his side had signed eight contract packages to accelerate the second stage of area development in early December 2025. The signing of these contracts aims to strengthen the acceleration of the second phase of IKN development, which focuses on the construction of the legislative and judicial complexes.
The contracted packages consist of five packages for the construction of legislative office buildings, totaling 16 buildings built on a 41.81-hectare plot.
Additionally, two packages were built on a 15.15-hectare plot for the construction of four judicial office buildings.
Furthermore, one package includes the construction of three supporting office buildings for the IKN Phase II Office on 2.9 hectares of land and three supporting office buildings for the IKN Phase I Police Resort Office on 3.07 hectares of land.
