Andi Adam Faturahman, Jakarta – The construction of Jakarta's sea wall, known as the Giant Sea Wall, has been delayed due to budget and logistical constraints, officials confirmed.
The project, part of the National Capital Integrated Coastal Development (NCICD) initiative, aims to protect northern Jakarta from frequent flooding.
Ciko Tricanescoro, Head of the Flood Control and Coastal Development Division at Jakarta's Water Resources Agency (DSDA), said via messaging app on Tuesday, November 25, 2025, that "the delay is mostly due to budget availability."
Despite the setback, the provincial government plans to resume the NCICD Phase A project along Jakarta's northern coast this year. Construction of the NCICD dike in Kompleks Pantai Mutiara, Penjaringan, North Jakarta, is among the key segments slated to restart.
"The construction at Pantai Mutiara will begin in 2025 using a multi-year scheme and is currently in the bidding phase," Ciko added.
Completion pushed to 2030
The NCICD dike project's completion has been pushed back from the original target of 2028 to 2030. Ika Agustin Ningrum, then Acting Head of DSDA Jakarta, previously cited several reasons for the delay.
These include challenges in procurement of goods and services and the need for coordination with local fishermen to ensure infrastructure development accommodates their livelihoods.
Ciko emphasized that each stage of construction will proceed according to government funding allocations. "Each stage is adjusted to the provided funds," he said.
Concerns over seepage
Concerns over the dike's integrity recently surfaced after a video showing seepage at Pantai Mutiara went viral on social media. Rising water levels exceeding land surfaces were identified as the cause.
Jakarta Deputy Governor Rano Karno acknowledged the reports and confirmed that relevant agencies had been instructed to address the issue.
"I will visit the location and other critical points to map out dikes that may be at risk of seepage or leakage," he said.
The Giant Sea Wall project is a central component of Jakarta's strategy to combat flooding, which threatens the densely populated northern districts and the capital's economic hubs.
