Novali Panji Nugroho, Jakarta – The National Commission on Human Rights (Komnas HAM) has formally expressed its objection to President Prabowo Subianto's decree awarding former president Soeharto the title of National Hero. Komnas HAM Chair, Anis Hidayah, stated that the decree fundamentally undermines the sense of justice for victims of past severe human rights violations.
The decision to confer the title upon Soeharto was formalized by President Prabowo Subianto on Monday, November 10, 2025, via Presidential Decree Number 116/TK/2025.
History of severe rights violations
According to Komnas HAM's official records, multiple severe human rights violations occurred during Soeharto's 32-year administration, spanning the period of 1965-1998.
The independent institution concluded that grave violations took place during several key events, including the 1965 mass killings, mysterious shooting incidents (Petrus), the Tanjung Priok incident, the Talangsari incident, military operations in Aceh, and the May 1998 riot.
Anis specifically highlighted the May 1998 riot, which was determined to involve severe human rights violations due to documented acts of murder, torture, rape, and persecution.
"So, the appointment of Soeharto as a hero denies these established facts," she asserted from the Komnas HAM office in Jakarta on Wednesday, November 12, 2025.
Victims still awaiting justice
Anis further emphasized that victims and their families have yet to receive full justice for these violations, noting that the legal process has made little progress.
"The families of the victims are still seeking justice to this day," Anis confirmed, underscoring the ongoing legal and emotional toll.
The bestowing of the National Hero title to Soeharto occurred amid heavy criticism and public rejection. Activists and academics have consistently rejected the proposal since Soeharto's name was first suggested by the Ministry of Social Affairs and the Council for Awards, Medals, and Honors.
The Presidential Decree did not exclusively honor Soeharto; nine other prominent figures were also awarded the National Hero title alongside him. They include Abdurrahman Wahid (Gus Dur), Sarwo Edhie Wibowo, Marsinah, Mochtar Kusumaatmadja, Rahmah El Yunusiyyah, Muhammad Kholil, Muhammad Salahuddin, Tuan Rondahaim Saragih, and Zainal Abidin Syah.
