West Java decides 2025 provincial minimum wage at Rp2,191,238.18

Ahmad Fikri (Kontributor), Bandung – Head of the West Java Manpower and Transmigration Agency Teppy Wawan Dharmawan stated, the Provincial Minimum Wage (UMP) of West Java for 2025 was decided to increase by 6.5 percent from the 2024 UMP or raised by Rp133,737.18.

"Thus, the UMP for 2025 is set at Rp2,191,238.18. This is obtained from the 2024 UMP of Rp2,057,495 plus Rp133,737.18," he said in a press conference at Gedung Sate Bandung, Wednesday, December 11, 2024.

Teppy stated that the determination of the UMP increase amount was proposed through a discussion mechanism in the Provincial Wage Council. The regulation serving as a reference for the UMP setting is the Minister of Manpower Regulation (Permenaker) Number 16 of 2024 concerning the Minimum Wage Determination for 2025.

"The Governor is obliged to set the UMP. The UMP amount regulated in the provisions is set to increase by 6.5 percent from the Provincial Minimum Wage of 2024, so the mechanism is implemented through the process of discussion from the Provincial Wage Council tasked with proposing the wage amount to be determined. Ultimately, the agreement on the Provincial Minimum Wage increase is reached according to the provisions directed through Permenaker Number 16 of 2024, which is to increase by 6.5 percent," said Teppy.

Teppy stated, Permenaker Number 16 of 2024 also requires the governor to determine the Provincial Sectoral Minimum Wage (UMSP) for 2025. In discussions at the Provincial Wage Council, only two sector proposals regulated for wage increases emerged, namely the plantation sector and labor-heavy sectors.

"In this obligation, the governor sets the UMP for the plantation sector, which is determined according to the proposal for KBLI number 01270 Agriculture of Plants for Beverage Ingredients," he said.

Teppy noted that Permenaker Number 16 of 2024 specifies that the UMSP amount must be above the UMP. "The 2024 UMP is Rp2,057,495 with an increase of 7 percent because the UMSP must be above the UMP, so the Provincial Sectoral Minimum Wage must be higher than the Provincial Minimum Wage; thus, with a 7 percent increase, the figure for the plantation sector is obtained at Rp2,201,519," he said.

Teppy stated, the district/city government next will propose the District/City Minimum Wage (UMK) for the governor to determine. "On December 18 at the latest, the District/City Wage Council through regents and mayors will submit their proposal for setting the District/City Minimum Wage or the District/City Sectoral Minimum Wage," he said.

Teppy said, in the discussion regarding the Provincial Minimum Wage, all elements in the Provincial Wage Council agreed. "Everyone agreed, there was no further discussion, we adhered to all provisions, one explicitly mentioned a 6.5 percent increase, with no figures falling short or exceeding, and we executed that cohesively," he stated.

The decision on the 2025 UMP was then laid out in the West Java Governor's Decree Number 561/Kep.778-Kesra/2024 concerning the West Java Provincial Minimum Wage for 2025, signed by Acting Governor of West Java Bey Triadi Machmudin on December 10, 2024.
