Andika Dwi, Jakarta – The Nusantara State Capital (IKN) will be governed by a special provincial-level authority. IKN Authority's Deputy of Development Controller Thomas Umbu said that IKN will have a special government in charge of the administration in IKN.

"IKN Authority will have the duty of a regional government with several special criteria," said Thomas in Balikpapan on Monday, August 7, 2023.

Thomas Umbu explained during the Public Consultation of the Amendment of IKN Law in Balikpapan that IKN Authority's special authorization will change the division of administrative areas in the capital.

"Whether district, sub-district, or village divisions will be implemented in IKN is still unclear. I'm currently studying (the special government) in several other countries and the result will be established in a Government Regulation," said Thomas.

Thomas also said the IKN Authority emphasized that the transition to administering the new capital government shall not disrupt public services for people in the surrounding areas of IKN, namely in North Penajam Paser and parts of Kutai Kartanegara.

"The reason for a special type of authority in the new state capital is to realize a more efficient and technologically-adept government," Thomas added.

Meanwhile, the Expert Staff of the National Development Planning Ministry Teni Widuriyanti said that the ministry is working on the revision of Law No. 3 of 2022, also known as State Capital Law.

"The amendment of State Capital Law is based on the strong desire for IKN development and transition to be conducted effectively and optimally based on accountability principle and good governance," said Teni on Monday, August 7, 2023, as quoted by Antara.

According to Article 1 (2) of the State Capital Law, IKN is a provincial-level regional government seated at the State Capital. Further, Article 1 (8) and Article 1 (9) of the same Law provided that the government of IKN is a special authority responsible for the administration of the State Capital. The special government is called IKN Authority and is responsible for the preparation, development, and transition of the State Capital, as well as the administration of IKN.

Meanwhile, further provisions concerning the structure and procedures of the IKN Authority will be regulated in a Government Regulation.
