Banten's Cilegon ranked as Indonesia's most intolerant city: Setara Institute

Rindi Ariska, Jakarta – Human rights advocacy group Setara Institute released the report of the 2022 Tolerance City Index revealing the most and the least tolerant city in Indonesia.

The report is the result of the study measuring the religious tolerance of cities in a bid to promote the best tolerance practices in cities across the archipelago. This is the sixth report since it was first published in 2015.

The study covers 94 cities out of a total of 98 cities and measured religious tolerance based on regional regulations, social dynamics, city administration's actions, and social and religious demographics. The four cities eliminated are administrative cities of Jakarta which are combined into one city.

The study revealed that Singkawang in West Kalimantan Province is the most tolerant city, while Cilegon in Banten is the least intolerant city.

Here are the top ten most tolerant cities in Indonesia:

  • Singkawang, West Kalimantan: 6,583
  • Salatiga, Central Java: 6,417
  • Bekasi, West Java: 6,080
  • Surakarta, Central Java: 5,883
  • Kediri, East Java: 5,850
  • Sukabumi, West Java: 5,810
  • Semarang, Central Java: 5,783
  • Manado, North Sulawesi: 5,767
  • Kupang, East Nusa Tenggara: 5,687
  • Magelang, Central Java: 5,670

Here are the top ten most intolerant cities in Indonesia:

  • Cilegon, Banten: 3,227
  • Depok, West Java: 3,610
  • Padang, West Sumatra: 4,060
  • Sabang, Aceh: 4,257
  • Mataram, West Nusa Tenggara: 4,387
  • Banda Aceh, Aceh: 4,393
  • Medan, North Sumatra: 4,420
  • Pariaman, West Sumatra: 4,450
  • Lhokseumawe, Aceh: 4,493
  • Prabumulih, South Sumatra: 4,510.
