ICW slams KPK's statement on corrupt village heads

Tempo - December 3, 2021

M Rosseno Aji, Jakarta – The Indonesia Corruption Watch (ICW) on Friday blasted a statement made by Corruption Eradication Commission (KPK) deputy chairperson Alexander Marwata who said village heads who committed corruption in small numbers should not face jail time.

ICW researcher Kurnia Ramadhana believed such a statement made by an anti-corruption institution would have serious implications and further motivate village leaders to commit acts of corruption.

"It is not impossible for village heads who are already corrupt to be even more enthusiastic about doing the crime," the researcher wrote in a statement on December 3.

Kurnia reminded people that the Law on Corruption Eradication Article 4 clearly states that returning state losses does not annul a person's crime, and that acts of corruption must not be judged on its amount.

"It may be a small number but what if it is done in an essential sector that affects the livelihood of the villagers?" Ramadhana said.

According to him, the ICW found that village funds had become the most corrupt sector in the first six months of 2021 with 55 cases worth Rp35.7 billion in state losses. He said village heads were the top three perpetrators of corruption with 61 people.

"Corruption cannot be taken lightly as mentioned by the KPK commissioner," he said.
