Jakarta puts end to annual civil registration raids

Jakarta – In a bid to create a more equal capital for all, the Jakarta administration has decided that it will no longer carry out post-Idul Fitri civil registration raids targeting newcomers to the city.

"Starting this year, there will be no more raids. What we will have are civil registration services for those who want to work in Jakarta. We want this to work out well," Jakarta Governor Anies Baswedan said on Thursday evening as reported by wartakota.tribunnews.com.

Plans for the annual raids, dubbed Operasi Yustisi, were scrapped on the grounds that, in practice, the policy only targeted low-income people. Those with a middle to upper-class background were not targeted.

Anies urged residents taking their relatives to Jakarta to remind them to bring their civil registration documents. He also suggested that newcomers register for health insurance under the Health Care and Social Security Agency (BPJS Kesehatan).

"They also need to have skills, experience and the ability to help boost the economy in Jakarta. This would allow them to come to Jakarta and contribute to our economy," he added.

The operation was usually carried out 14 days after Idul Fitri, with officers asking for newcomers' ID cards. It is common for residents to bring job-seeking family members with them to the capital after the Idul Fitri holiday.

Basuki "BTP" Tjahaja Purnama issued a similar policy when he was Jakarta governor.

He said in 2014 that the administration did not prohibit anyone from coming to Jakarta and even welcomed those who wanted to become residents, so long as they filed the necessary paperwork and found housing and a job.
