Eka Yudha Saputra, Jakarta – Indonesia's Ministry of Primary and Secondary Education will issue a new ministerial regulation to address the widespread cases of bullying in schools. Minister Abdul Mu'ti said that the new ministerial regulation will improve the previous regulations.
"Later, we will form a team in schools with a more humanistic, comprehensive, and participatory approach. It will involve parents, students, and the community," Mu'ti said after the inauguration of the digital learning program at SMPN 4 Kota Bekasi (junior high school), West Java, on November 17, 2025. He hoped this team would prevent school violence and stop it from happening again.
The current Minister of Primary and Secondary Education Regulation (Permendikdasmen) on bullying prevention is Minister of Education, Culture, Research, and Technology Regulation (Permendikbudristek) Number 46 of 2023 concerning Prevention and Handling of Violence in the Educational Unit Environment (PPKSP).
Regarding the bullying cases in South Tangerang that resulted in fatalities, Minister Mu'ti has not received a full report. He only knew that the police were handling the case. "I found out from the journalists last night," he said.
The Criminal Investigation Unit of the South Tangerang Police stated that they will investigate the death of MH, a student at a public junior high school (SMPN) in South Tangerang. The 13-year-old boy died after allegedly being bullied.
The South Tangerang Police Chief Commissioner, Victor Daniel Henry Inkiriwang, visited the mourning house in Kampung Maruga Ciater, Serpong, on November 16, 2025. "We came to offer our condolences and to confirm the police's commitment to thoroughly investigating cases of violence against minors," Victor said on Monday, November 17, 2025.
MH passed away after a week of being treated in the hospital. MH was allegedly a victim of bullying by his classmates. He suffered violence on October 20, 2025, which led to him being treated in the High Care Unit (HCU) at Fatmawati Hospital.
Alvian Adji Nugroho, MH's family lawyer, confirmed the tragic news. "Passed away this morning," he said on Sunday, November 16, 2025.
Rizky Fauzi, MH's cousin, said the victim was allegedly hit on the head with an iron-made chair on October 20. Initially, MH kept this incident from his family. However, a day later, MH began to tell the story because he felt his condition worsening.
The family then reported this incident to the school on October 22. The school mediated between MH's family and the suspected bully's family. "Afterward, the perpetrator's side agreed to take full responsibility for the medical expenses," said Rizki.
However, he said, MH's health condition deteriorated further and required serious medical treatment. When asked to commit to taking responsibility, the perpetrator denied doing so. Rizky suspected that his cousin had been a victim of bullying since the school's orientation period.
