Nabiila Azzahra, Jakarta – Residents of Alas Tlogo Village, Lekok District, Pasuruan Regency, are protesting the multiple occurrences of stray bullets hitting their homes, allegedly from nearby military training activities by the Indonesian armed forces (TNI).
Residents have reported the incidents to the Surabaya Legal Aid Institute. "Based on the information we received, on Wednesday, July 22, 2026, residents found at least three bullet casings around their houses," said the Director of the Surabaya Legal Aid Institute, Habibus Shalihin, in a written statement on Thursday, July 23, 2026.
These incidents sowed fear among the residents, who have lived alongside military training thus far. According to the residents, they lacked adequate insurance to protect their lives and properties.
Another case of stray bullets occurred on Thursday, July 23, with a greater number of bullets compared to the previous day.
The recurring incidents prompted the residents to stage a protest by blocking the north coastal road, or Panturan. They urged the government to take concrete measures to stop the incidents.
"The number of stray bullet incidents in Alas Tlogo areas indicates that this issue can no longer be viewed as merely technical incidents or accidents," said Habibus.
This, he said, signaled structural issues in the planning, area security, risk mitigation, weapon use supervision, and the mechanism of protection for the people living around the military training location.
Habibus stated that the state must conduct independent, transparent, and accountable investigations into every stray bullet incident that has occurred.
The government must also assess whether there has been negligence, procedural violations, or security system failures that have put civilians within the range of fire.
The state is also obligated to provide recovery to all affected residents, in the form of compensation for house and property damage, as well as psychological recovery from repeated threats.
The Surabaya Legal Aid Institute also urged the TNI Commander and the Chief of Staff of the Indonesian Navy to temporarily halt all shooting training activities in the area. "Until there is an objective assurance that the safety of civilian residents is no longer at risk," said Habibus.
In response, the Head of the TNI Information Center, Muhammad Nas, said the Indonesian Navy Doctrine, Education, and Training Command, or Kodiklatal, is seeking a solution.
