Bambang Ismoyo, Jakarta – Indonesia's National Nutrition Agency (BGN) still has Rp 1.61 trillion ($89.27 million) in unpaid obligations from its 2025 budget, with all completed projects set to be paid through the 2026 state budget allocation, a senior official said on Friday.
"There are Rp 1.61 trillion in outstanding obligations from 2025. These are activities that have already been completed but have not yet been paid," Deputy Head of BGN Agustina Arumsari said at a hearing with the House of Representatives' Commission IX.
BGN's data showed that the largest portion of the unpaid bills comes from capital expenditure, including state-funded kitchen construction, totaling Rp 1.04 trillion.
The remaining outstanding bills include:
- Rp 330.44 billion for other services
- Rp 111.63 billion for kitchens (SPPG) certification
- Rp 100.64 billion in government assistance for the 2025 Free Meals (MBG) program
- Rp 16.12 billion for materials
- Rp 7.39 billion owed to the Indonesia Defense University (Unhan) for goods delivery and daily or transportation allowances
- Rp 812.96 million in honoraria for food handler training instructors
- Rp 684.39 million for official travel
- Rp 200 million for consulting services
- Rp 121.95 million for incidental vehicle rentals
Agustina said the outstanding payments will be settled through the 2026 Budget Implementation List (DIPA). BGN is currently revising its budget with the Finance Ministry's Directorate General of Budget.
"The process is still ongoing. That is why we apologize to all third parties who may still have outstanding invoices with BGN," she said, adding that budget disbursement must first undergo several administrative procedures, including a review by the Finance and Development Supervisory Agency (BPKP).
