Jayapura – Voices of concern have come from Papuan students in the East Java student city of Malang, highlighting the ongoing state violence in the land of Papua. Military operations continue to target civilians, people have been killed and injured and there has been a massive displacement of civilians.
The widespread acts of violence in Puncak, Dogiyai, Intan Jaya, Yahukimo, Puncak Jaya, Nduga, the Bintang Highlands, Maybrat, Tambrauw, Mimika and throughout Papua, show the terrible facts that are leading to a military emergency situation and humanitarian crisis.
The Greater Malang Papua High School and University Student Association (IPPMAPA) together with the Indonesian People's Front for West Papua (FRI-WP) and the Malang Community Papuan Student Alliance (AMP), noted that to this day all of Papua continues to be the target of military deployment.
"Since Indonesia occupied Papua, the military has been a force that has been continuously been used by the state to colonise and control the land of Papua. The state has used 24 military operations in the land of Papua since 1962 until now", they asserted in reading out a statement on Tuesday May 12.
Based on a Project Multatuli report in 2025, as many as 83,177 thousand soldiers and police have been sent to Papua up until today and there are now 56,517 Indonesian Military (TNI) personnel and 26,660 Indonesian Police (Polri) personnel.
"As a result of military deployments, around 107,039 thousand civilians have been displaced. Many regencies such as Puncak, Intan Jaya, Dogiyai, Puncak Jaya, Nduga, Lanny Jaya, Yahukimo, Maybrat, Tambrauw, the Bintang Highlands, Mimika and other areas continue to be haunted by massive military operations in a systematic and structured manner", they explained.
The situation is getting worse because the state continues to use a military approach in responding to various problems in the land of Papua. This has been worsened since the TNI Law was revised in March 2025, and as a result the militaristic nature of the regime is still on display.
"Massive military operations continue to be intensified in the land of Papua. As happened in Dogiyai, March 31-April 1, 2026, which killed eight civilians, including a 12-year-old child. Finally, Nopison Tebai (21), a class XI student at the Dogiyai State Senior High School 2 was shot dead on Sunday (10/5/2026) morning."
It was further explained that military operations also took place in the Kemburu district, on the border of Puncak and Puncak Jaya on April 13-15, killing 15 civilians including vulnerable groups and a five-year-old child who was the victim of a shooting. Military operations continued in Yahukimo regency on April 21. A State Civil Servant, Yemis Yohame (35), was shot dead at the Echelon 3 Housing Complex in Dekai district.
Shootings also occurred in Puncak Jaya on April 20. A resident, Ony Enumbi (27), was shot dead by military officers in Wuyukwi village, Mulia district.
As if it is never ending, military operations continued in Tembagapura, Mimika on May 7, killing five civilians. One of them, Nalince Wamang (17), who had just graduated from Petra Timika Vocational School, also became a victim when armed officers combed the gold pan area in Tembagapura. A toddler also fell victim to a gunshot.
A series of arrests, torture and imprisonment of civilians also occurred in Tambrauw in March. It was reported that 15 people were arrested and tortured at the Tambrauw District Police Station. Yusuf Sory, a civilian in Maybrat, South Aifat, was tortured during questioned by the TNI on March 22.
"From the military deployment to attacks on civilians, we see that the Indonesian state continues to use a military approach in responding to every problem throughout Papua", the groups said.
Regarding the security situation and military operations which continue to victimise civilians in various parts of Papua, the IPMAPA together with FRI-WP and AMP issued a statement with the following demands.
1. Thoroughly investigate cases of human rights violations in Dogiyai, Puncak, Puncak Jaya, Timika, Yahukimo, Maybrat and throughout Papua.
2. Immediately form an independent investigation team involving all parties to resolve the bloody Dogiyai, bloody Puncak and other incidents throughout the land of Papua.
3. The state must immediately prosecute the perpetrators of the shooting of Papuan civilians, namely the TNI/Polri.
4. The state must immediately resolves human rights violations throughout Papua.
5. That the state must immediately provide legal protection for refugees in the land of Papua.
6. The withdraw of organic and non-organic military from throughout Papua.
7. Stop building territorial battalions throughout Papua.
8. Stop the military approach and violence in the land of Papua and uphold the law as fairly as possible.
9. Stop silencing democratic space throughout Papua and Indonesia.
10. Stop National Strategic Projects (PSN) throughout Papua and Indonesia.
11. Provide the right to self-determination as a democratic solution for the Papuan people.
"We made this statement as a form of demand, attitude and pressure with regard to the continued military operations throughout the land of Papua. This state agenda must be stopped immediately", they asserted.
