Jakarta records 40.59% housing gap, highest nationwide

Erfan Maruf, Jakarta – Indonesia's housing gap remains persistent, with ownership levels still low, underscoring the scale of the challenge facing President Prabowo Subianto's 3 million homes program as it gets underway, particularly in Jakarta.

Data from the Central Statistics Agency (BPS) shows that around 13% of Indonesians still do not own a home.

"Nationally, the housing backlog, or the percentage of people who do not own a home, stands at 13%. The highest among provinces is Jakarta, where the backlog reaches 40.59%," said BPS head Amalia Adininggar Widyasanti at the SOEs Ministry office on Wednesday.

The findings come as the government ramps up its flagship 3 million homes program, which is aimed at addressing a broader housing backlog estimated at around 11 million units. The initiative targets low-income and informal sector workers, with a goal of building 3 million homes annually, including two million landed houses in rural and coastal areas and 1 million vertical housing units in urban centers.

The Housing and Settlement Areas Ministry has allocated Rp 58 trillion from the 2026 state budget to support the program, underscoring the scale of fiscal commitment to ease home ownership constraints.

The situation is most severe in Central Jakarta, where more than half of households lack home ownership.

"In Central Jakarta, 55.83% of households do not own their own homes, which is equivalent to around 146,729 households," Amalia said.

She added that coordinated efforts between the Housing and Settlement Areas Ministry, state-owned enterprises, and the private sector could significantly reduce the backlog in high-pressure urban areas.

"This is a remarkable effort because it directly targets areas with the highest backlog, particularly Central Jakarta," she said.
