M. Raihan Muzzaki, Jakarta – Indonesian Coordinating Minister for Legal, Human Rights, Immigration, and Law Yusril Ihza Mahendra responded to Yulianus Paonganan being one of 1,178 individuals granted amnesty by President Prabowo Subianto. According to Yusril, Yulianus' case is a political matter, making it fitting for him to receive amnesty for insulting former President Jokowi.
"As we know, such criminal offenses are subject to amnesty and abolition," said Yusril when met at the Shangri-La Hotel in Central Jakarta on Monday, August 4, 2025.
He stated that Yulianus Paonganan had indeed been threatened with imprisonment, but there had been no further progress regarding his sentence. Based on this, according to Yusril, the head of state granted amnesty to Yulianus.
"If the president grants amnesty to the person, the consequence of the criminal act is erased, so there will be no execution and no new lawsuits, thus resolving the issue," he said.
Yulianus Paonganan's name appeared in a copy of the Presidential Decree (Keppres) issued on August 1, 2025. He was held in Class I Cipinang Penitentiary, East Jakarta, for 30 days.
The Criminal Investigation Unit of the Indonesian National Police arrested Yulianus Paonganan in 2015. The owner of the Twitter account @ypaonganan was detained for posting a photo of President Jokowi at that time, standing with Nikita Mirzani, an actress involved in a prostitution case.
In the caption of the photo, Yulianus wrote #PapaDoyan. "Paonganan uploaded to media that contained pornographic content," said the Chief of the Indonesian National Police, which at the time was led by General Badrodin Haiti in 2015.
The photo uploaded by Yulianus was a moment when Jokowi ran for Governor of Jakarta alongside Basuki Tjahaja Purnama in 2012. Yulianus was later reported by two individuals who felt offended by the material. Yulianus was arrested at his home in the Pejaten area, South Jakarta.
