The 'Red' indicators used in the assessment of the 51 sacked KPK employees

Jakarta – A draft list of the "red" indicators used for employee assessment for transforming Corruption Eradication Commission (KPK) employees into state civil servants has been circulating.

CNN Indonesia has received the draft list which shows these red indicators. The nine indicators were used as a reference for the 51 KPK employees out 75 who failed to pass the assessment and cannot be developed or can no longer work for the anti-graft agency.

A number of these indicators were earlier addressed by State Civil Service Agency (BKN) Chairperson Bima Haria Wibisana during a press conference on the 51 employees assessed as red, and the 24 other KPK employees who it is said can be developed into state civil servants.

At the time, according to Wibisana, the 51 employees who failed the assessment did not meet the requirements based on criteria determined by the assessment team.

The assessment covered three aspects, namely personal, influences and PUNP (the state ideology of Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia (NKRI) and the legitimate government).

Out of a total of 22 indicators, nine indicators related to PUNP are considered non-negotiable.

"For those whose PUNP aspects were clean, although the personal and influence aspects were negative, they can still be processed through training and education", said Wibisana on Tuesday May 25.

Meanwhile the nine non-negotiable indicators are, first, agreeing to revising Pancasila ideology as the basis of the state, or supporting another ideology, liberalism, a caliphate, capitalism, communism/socialism and separatism.

Second, disagreeing with the government's decision to outlaw the Hizbut Tahrir Indonesia (HTI) and the Islamic Defenders Front (FPI), or other radical groups, or groups which support terrorism.

Third, rejecting or disagreeing with [the revised] KPK Law Number 19/2019.

Fourth, admitting to be part of the Taliban group [an alleged group of religious radicals within the KPK – JB] and are not afraid of anything except Allah, who would fight against anyone who obstructs them, and if necessary will take action without going through procedural channels such as in wiretaps and raids.

Fifth, admitting that there is a Taliban group inside the KPK and in pursuing their duties are only afraid of Allah and the truth.

Sixth, admitting that they disagree with the KPK leadership constantly intervening in criminal investigations and disagreeing with the nomination of Firli Bahuri as the KPK chairperson.

Seventh, admitting to often neglecting duties by ignoring procedures (because of not trusting the procedures).

Eighth, would choose to leave the KPK if they have to follow the wishes of the leadership, the government or intervention.

Ninth, or the last, holding to the principle no one can be controlled if it is not in accordance with their beliefs and would resist if there is intervention by the leadership, the supervisory council or the government.

Aside from the nine red indicators, there are also seven yellow indicators and six green indicators.

The yellow indicators included for example, expressing or stating agreement with Lesbian, Gay, Bisexual and Transgender (LGBT), not agreeing with the government's policy on the 1966 decree banning communist teachings, or not agreeing with government policies on the assessment of the KPK.

The green indicators meanwhile include no longer feeling enthusiastic about working at the KPK, not liking being given orders by other people who do not have that function, would resign if they had to become state civil servants because it is not in accordance with their conscience or because of wages or are afraid of being transferred to a different location.

CNN Indonesia has attempted to confirm this list with BKN Chairperson Wibisana and several KPK leaders, including Firli Bahuri, but has not yet received a confirmation. Wibisana has only read the message. (thr/psp)
